The RAV4 coverage here is deliberately narrow, and the page would rather say which two descriptors are tabled than imply the whole model line is covered.

Is a Toyota RAV4 GCC spec?
The honest answer, before anything else on this page.

GCC specification is decided per vehicle, not per model. Two cars of the same model and the same year, built in the same factory in the same week, can go to different markets. So no page can tell you whether yours is a Gulf car, and this one does not try. What it can do is show you exactly what your own VIN encodes and where that stops.

The filler 0 at position 10 proves this car was not built to the American model-year rule, because that rule draws from a fixed alphabet that contains no 0. It does not say which non-American market the car went to.

The RAV4 is where the honest limit of this table is easiest to see. Two XA40 descriptors are tabled, both the 3ZR-FE 2.0 petrol, and that is the whole of it. Position 8 is the letter V, which names the RAV4 line on its own, so an untabled export RAV4 still resolves to the right model with the chassis and engine left null rather than filled in from the nearest row. The XA50, which is the generation most likely to be in front of you today, has no tabled descriptor: its model year does read correctly, which was verified, but its chassis code does not resolve.
