Where the rule comes from
The model-year-at-position-10 convention is American law, not an international standard. United States federal rule 49 CFR 565 requires a vehicle sold there to encode its model year at position 10, from a fixed alphabet that runs A to Y with the letters I, O, Q, U and Z left out, then 1 to 9. China's national standard adopts a similar convention. Nowhere else does it. ISO 3779 standardises the structure of a VIN, meaning which block of characters is the manufacturer identifier and which is the descriptor. It does not standardise what the characters inside those blocks mean.
So outside those two markets a manufacturer is free to use position 10 for anything, and several of them do. The consequence is not a missing answer. It is a wrong one, because the characters they use are frequently valid year characters, which means nothing in the VIN signals that the field is being used for something else.

A real example. A 1991 Mercedes 500 E carries a 1 at position 10, meaning left-hand drive. Read as a year code, that 1 says 2001. The car decoded as a decade younger than it is, with nothing in the answer to suggest anything was wrong. That is the failure this decoder suppresses the year for, and it is why a blank year is treated here as a better answer than a plausible one.
The one thing position 10 always tells you
There is a genuinely universal fact hiding in this rule, and it works for manufacturers nobody has ever built a table for. The American year alphabet excludes 0, U and Z, and all three are otherwise legal VIN characters. So a 17 character VIN carrying a 0, a U or a Z at position 10 cannot be an American-market vehicle, whoever built it and whatever badge is on it.
That is a negative proof and it is worth exactly what it says. It rules America out. It does not rule the Gulf in, because a European car and an African car carry the same thing. Anyone presenting it as proof of GCC specification is overreading it.
How the two thirty-year cycles are told apart, and how that goes wrong
The year alphabet has thirty entries and repeats, so A means both 1980 and 2010. The usual way to choose is to look at whether position 7 is a letter or a digit. That works on American cars because the rule was written alongside them. On export cars it can fail, because position 7 is often part of a model descriptor and its letter or digit status has nothing to do with the decade.
A Gulf-market Toyota Hiace is the clearest case: it carries a genuine year letter at position 10 and a digit at position 7, which sends the standard rule into the 1980 to 2009 cycle and turns a 2015 van into a 1985 one. An export Porsche 997 does the same and reads as 1980. This decoder cross-checks the result against the production window of whatever variant it matched, and where the reading is impossible it re-reads the same character in the cycle the window allows.
Common questions
Is the tenth character of a VIN always the model year?
No. It is the model year on American-market vehicles, because United States federal rule 49 CFR 565 requires it, and on Chinese-market vehicles under a similar national standard. Elsewhere manufacturers use it for other things. Mercedes puts the steering side there, BMW writes a literal 0, and Nissan uses a destination code on its export cars. In those cases the model year is not in the VIN at all.
What does a 0 in the tenth position of a VIN mean?
It means the vehicle was not built to the American model-year rule, because 0 is not a member of that year alphabet. On a BMW it is a fixed rest-of-world marker. On most export Toyotas it is a filler. Either way there is no model year in the VIN, and a decoder that reports one for those cars has invented it.
Can the tenth character tell me if a car is GCC spec?
It can sometimes rule America out, which is useful but is not the same question. A 0, U or Z at position 10 on a 17 character VIN proves the car was not built for the American market. It does not distinguish a Gulf car from a European or African one. On a small number of models, notably export Nissans, position 10 is a genuine destination code, and even then U covers Europe and the Middle East together.
